Estilo: Rap
El activista Chuck D se unió en 1982 a Spectrum City que era un equipo de DJs de la Universidad Adelphi, en donde Chuck estudiaba diseño gráfico, buscando utilizar el rap para comunicar sus ideas, especialmente para transmitir mensajes de orgullo, auto-defensa y afirmación cultural a la comunidad afro-americana.
Spectrum City, dirigido por Hank Schoklee, logró con la popularidad de sus tocatas, poder tener su propio horario nocturno de mix en directo en la radio-emisora de la universidad llamada WBAU, cuya programación estaba a cargo de Bill Stephney.
En 1985 Chuck D había colaborado con Flavor Flav en una cinta que tituló Public Enemy #1,refiriéndose la persecución que decía sufrir por parte de la escena rapera local.
P.E. firmaron un contrato con la discográfica Def Jam Records, después de que el productor Rick Rubin oyese un freestyle (rap improvisado) de Chuck D en una maqueta que Stephney le facilitó. En Def Jam coincidieron con The Beastie Boys y otros artistas de la vieja escuela del hip hop.
